Young-adult novel about gangs who fight over rubber caulking?

Trying to identify a children's book I read in Hebrew, but which was translated from a European language, about gangs of boys who hoard rubber caulking and battle it out with other gangs. One of the boys dies by the end.

Best answer: My grandmother's apartment was on the same street as (what remains of) the gardens where much of the action takes place. I liked to go out onto her balcony as a kid (it was up on the 10th floor), and look over at the gardens and imagine the battle with the red shirts.
