Make My Hyper-Local Blog Community Friendly!

I run a hyper-local blog about Penn State . I want to create a new area in which our readers can post content, similar to Gawker's #tips area but with a share box like Facebook's.

Other Details
*** We're using the latest version of Wordpress. One thought I had was maybe to switch to Wordpress MU, keep the standard blog intact, but then create another Wordpress system for the user generated content?

*** I'd really like this to be smooth (i.e. AJAX) and extendable... Facebook and Twitter integration would be awesome, as would the ability to upload pictures and embed videos.

*** While having to moderate posts individually wouldn't be a big deal, I'd prefer if we could get a CAPTCHA set up for the system.

*** The ability to rate content submissions, or comment, would be awesome.
