My Website is All Grown Up... how do I find a develoepr to transition me from phpbb to joomla ?

How do I find a local programmer (So Cal) for a php open source project (phpbb transition to a Joomla site) with a budget of $5-$10k

I've been using craigslist & elance for years to do simple modifications of opensource apps. My site has grown so large that there are minor hiccups and problems that occur because the code has been pretty poorly written. I hired someone who I thought was pretty good, but they were located half way across the country & dragged there feet and had all sorts of excuses. They've left me with code that is about 75% completed. I now want to go local (Orange County / LA) to complete this project as efficiently as possible. Where do I find a professional programmer... the yellow pages? I realize even with a budget of $5-10k this is still a 1 man project, because hiring an actual office company with project managers and such would 10x my budget. I have no acquaintances who could recommend anyone locally.

I use linked in often and look for people who have recommendations.

Worked out well for me thus far.

Also, the joomla.org web site has a number of discussion forums where active members of the community (both developers and site owners) hang out. Asking there might be a good place to start.
