I am looking for an effective Request for Proposal / Quotation template, sample or guide, specific to OEM test kit manufacturing. Thanks!

You might want to look on FedBizOpps where you can search RFQs/RFPs and see if something meets your needs. The clauses are Government specific but the statement of work might get you started. I write them for a living, but I'm not real sure what you mean by OEM test kit manufacturing. You want someone to build a test kit for you and you are the OEM?
