Source of comedy sketch about a patient turning Scottish?

Who made a sketch where a psych patient was "turning scottish"? The patient spoke about his life, then the psychologist said, "I'm going to play that back to you," and it was all high pitched and whiny...

I don't think it was SNL, maybe a british show like Little Britain?

There's a longish Monty Python sketch in which an extraterrestrial blancmange turns unwitting people Scottish. Much use is made of sped-up bagpipe music. Is that what you're thinking of?

Shooting down the Science Fiction sketch -- I've seen it many times and don't recall the bit brownbat is describing. But I almost want to say it's ANOTHER Python bit - am not certain, though.

There's one from either I'm Sorry I'll Read That Again or The Burkiss Way that has a patient presenting to the doctor with leg-related Scottish symptoms and being diagnosed with "Kenneth Mckellar of the knee". I can't remember if it goes high pitched, but it's certainly in character for either of those shows.
