What film is this from?

Could anyone help me to identify the source material this screenshot is from?

A friend of mine posted it on her facebook and won't tell me and it's driving me slowly insane.

Can anyone help me? She's hinted that it's based on a true story, possibly of an assassination attempt? Thanks in advance.

I'm going to guess that this is Tim O'Kelly in Bogdanovich's Targets. Compare with this larger version of a picture used in this French blurb about the film. According to this review, the big white thing is a gas tank, and he is eating a Twinkie.

It's definitely Targets. I saw that film years ago and recently it's been haunting my thoughts.
