RRIF -> RRSP

U.S.-Canada money question: I want to turn a RRIF (U.S.) into an RRSP (Canadian). Can I do this without a massive early withdrawal penalty? (I want to do this so I can borrow from the RRSP to make a downpayment on a house, which one can do in Canada.)

Oops. RRIF should read IRA.
