Who painted a man on a hill peering out through stars into a mechanistic universe of gears?

[ArtFilter] I remember a really famous old picture of a guy on a hill peering through a shell of stars surrounding the Earth and out into a mechanistic universe of gears. But I can't remember who painted it or when and am unable to formulate an effective google query to find any details. Can someone enlighten me?

Do you mean this image?

If so, I did a Mefi thread on that (main site now gone) in which the conclusion was that its provenance was unknown but it was probably by some anonymous artist no later than the 19th century.
