Do it yourself RSS?

How can I aggregate content from government and NGO websites which update regularly yet don't offer RSS feeds?

I don't intend to publish the content anywhere else. I just need to watch a lot of different websites for updates and new publications, and I don't have the time to load all of them every day.

Surely, someone in the big, wide internet must have solved this problem long ago?

Here is a list of tools that will let you create RSS feeds from static sites. I've used Dapper in the past with great success.

I can attest to http://www.page2rss.com. Works perfectly for everything I've ever used it for.
