How to set up web-accessible outdoor pan & tilt camera

I want to mount an outdoor, pan & tilt web-accessible camera on my building roof so that website visitors can view commecial airplanes on final approach to the airport near our office. I want to be able to set the maximum amount of time each visitor can have control of the camera so that no single visitor can monopolize it. What kind of hardware and software should I use/buy in order to do this as economically as possible?

I don't know the cost involved, but a local attraction here uses exactly that type of setup:

Axis make a number of remote pan-tilt-zoom webcams. I don't think they have time-limited control but their software is customizable if you know what you're doing. However, they can be a bit pricey.
