Try Finest at Sea in James Bay, (250)-383-7760. If they can't help you, surely they know who can.

Iron Maiden Seafoods could be able to help as well.

Sushi Plus has a side business selling imported fish. They may be able to help.

Fujiya on Shelbourne, across from Fairways, should have some frozen octopus (is there a reason you need fresh octopus?).

I haven't seen octopus at The Market on Yates, but then again I've never looked for it. They do have some pretty obscure stuff at times, give them a try.
