Care Bears movie about a giant crystal buried underneath a city that made everyone sad and possibly black and white?

When I was a kid I owned a Care Bear video. All I remember about it was that the Care Bears traveled to this city where everyone was depressed in order to make the feel better. I think that everyone in the town was black and white and the longer the Care Bears were there, they started getting sadder too.

Now, I believe that this was all due to a giant crystal buried underneath the city that was sucking all the happiness and possibly the color from everyone.

At the end (I think), the Care Bears remedied the situation by taking the crystal and cutting it up into a lot of little pieces and scattering them everywhere because people could deal with it in small doses but not all at once.

Did I make this up?

I'm thinking it was the Care Bears TV show--

Drab City (1985) - The Care Bears are stranded in a grey city where no one cares about anything.

I particularly remember the one about the drought. Maybe the two were packaged together in a video release.

I don't remember the B&W part, but maybe these are two conflated stories? You might also consider "Land Without Feelings" (which is also on youtube). The story is somewhat different, but it has the loss-of-feeling and depression aspect. And some great music.
