What's my Job Title?

Currently, I'm the "Office Manager" for a large, family-run restaurant that employes 170+ people. I am in charge of Design (internal/external, web, print, etc - this is actually what I have my degree in), limited PR (we have an external firm that I liaise with, I do all social media and PR asset management), Bookkeeping/Payroll/Accounts Payable, Limited HR (onboarding new employees, helping to create and maintain training materials, but no hiring/firing/discipline), IT/Tech Support, Project Management, Answering Phones/Reservations, etc etc... oh, and managing the actual office, too (ordering supplies, filing, printing menus, fixing the copier, what-have-you). I need a better job title. [more inside]

Work leave request policy conundrum. What's fair? What works?

My growing office of 10 is thinking about developing a vacation scheduling/leave request policy, and I'd be responsible for managing it. Staff get about 3-4 weeks vacation every year, and we're in a student service office in a university setting in the US. Before now there were no scheduling snafus, because we closed over the holidays. BUt a new policy has come down - we'll be open over the holidays. So could you tell me how your office juggles vacation leave requests in general, and what you think of it? How do you manage leave over the holidays or other popular times? Do you think seniority is fair? Or should leave be first requested, first serve? What do you think is the best way to develop a leave request policy? I'd like to have a policy that is sensible and user friendly, based on a process that is transparent and fair. HR is giving us leeway on determining a policy and at the very least, I'll ask everyone in the office what they think. But I thought I'd also ask you, hivemind. All suggestions welcome.

HR wants my salary info

Tell them my salary or politely decline? On Friday, I learned about a job opportunity though an ex-colleague who would be my new boss. This person told me they're eager to fill the position and asked what salary I'm looking for. I ducked the salary question and, at their urging, applied online yesterday. Today I get a one-sentence email from an HR rep asking my current salary. I know salary negotiation has been covered on AskMeFi before, but I haven't seen this particular variation. No interview has happened. Doesn't salary talk usually happen later on? I have no idea how much this position pays, benefits, etc.; it could be better or worse than my current gig. The prospective position is grant-funded with a City agency. (Side question: are grant-funded positions risky?)

Is blunt criticism a warning for being fired? I work in a small office where 3 mistakes (mainly numerical errors) I made have been called embarrassing in a 5 month period.
