What caused this ice formation in my mother's birdbath?

A few years ago, my mother sent me pictures of this odd ice formation that she found in her birdbath, wondering if I had any idea how it formed. I asked around on Facebook and none of my friends could identify it, but no such luck. I just occurred to me today to ask Ask. Here are the pictures: birdbath and close-up. Any thoughts on how that shape was created? This was winter 2010, in Connecticut.

I hate winter, but it's coming and for once I want to be prepared. I want to buy a 3/4 length coat that is incredibly warm, very sleek and functional (think lots of pockets). Additionally, it has to look good when I'm wearing a suit as well as when I'm wearing casual clothing (jeans & sneakers). (More Inside!) [more inside]

Ice falling from buildings?

Ice falling from tall buildings filter. Help me lay to rest a question that has plagued my wife. We live in Chicago, with lots of tall buildings. Ice falls off of the buildings from time to time and about once a year, some poor bastard gets mushed. Where in terms of physics and I suppose statistics would be the safest place to walk down the sidewalk: as close to the building as possible? The middle of the sidewalk? The far edge? Does it depend on building height?

I can't stop thinking about fridges and winter. Would it save much energy to freeze gallon containers of water outdoors and put those in the fridge now and then? It's Minnesota winter over here and I want to make the most of it ;)
