who wrote that welfare is not charity but protection money?

I'm looking for an article which argues that even if one has no interest in helping the less fortunate, one should still support strong welfare programs because it is dangerous to have a large, disaffected underclass. [more inside]

Do the income eligibility requirements for SNAP vary by state?

My understanding is that the Supplemental Nutrition Assistance Program (SNAP) has income eligibility requirements that are state by the federal government. There are also asset requirements, such as whether a primary vehicle will be counted, but states can adopt more generous requirements as to whether that will be counted. But when it comes to income, what I continually find is that the income eligibility requirement is fixed by the federal government, except for Hawaii and Alaska, to be 130% of the federal poverty line. What percentage of youth in foster care have parents who were in FC?

Research help: What percentage of youth in foster care are born to parents who were at one point in foster care of themselves? I'm looking for information on the prevalence of intergenerational child abuse and experiences of foster care. In addition to the question above, I am also interested in what percentage of perpetrators of child abuse were victims of child abuse themselves. I've done some digging myself and haven't been able to find any data on this.

The Case for Welfare

Can someone help me find well-researched academic or think tank articles that challenge the position that current US welfare spending is a disincentive to work? I am specifically asking about debate over actual real levels of benefits in various states in the USA, not other countries or welfare as an abstract ideal. I'm looking something that engages with the basic argument of this CATO whitepaper. [more inside]

Just saw the trailer for "Life of Pi" and it looks stunning. However, I want to know if animal action was supervised by the ASPCA (or the appropriate organisations for the countries where the movie was filmed).
