Sites for finding lost person?

My family has lost touch with my oldest brother. He is retired and reclusive by nature but we would still like to know where he is living. The last thing we know is that he sold his home in California some time in 2009 and then seems to have disappeared. He may have moved out of the country as I can imagine he wasn't very happy with the Obama election and he had mentioned in the past his desire to move away from the U.S. either to Ireland or Buenos Aires. Can anyone suggest a few good "finder" sites, hopefully free or nominally priced?

I'm such a clutz.

I spent a month labouring away on a website only to somehow delete it before emptying the trashcan. Yes, I know. Pathetic. It's been a week, however, and I'm seriously thinking of going to the expense of having it professionally retrieved. I know deleted photos can usually be retrieved - which is good because I really need them - but what are my chances of being able to get back properly formatted .html pages? Or formatted in such a way that I can at least try and restore them to their former glory.

I have lost my bookmark! I am trying to find a website that gives information about a typed-in URL. Once you submitted the URL, it immediately returned technical information about the site. It might have been SEO related, but the most useful feature was that it was able to tell you the CMS the site was on (assuming it was a fairly commonly used CMS.) Thanks to a love affair with Dora the Explorer, my six-year-old daughter is fascinated by Spanish.
