I want to learn about programming and making websites. Where to start, and how to proceed from there?

I would like to build a website using methods similar to those seen on Mint.com, namely graphs, calculations, and interfacing with banking websites. Can anyone tell me what technologies they are using because I'm clueless from square one.

I spent a month labouring away on a website only to somehow delete it before emptying the trashcan. Yes, I know. Pathetic. It's been a week, however, and I'm seriously thinking of going to the expense of having it professionally retrieved. I know deleted photos can usually be retrieved - which is good because I really need them - but what are my chances of being able to get back
properly formatted .html pages? Or formatted in such a way that I can at least try and restore them to their former glory.

I need to help 10 small nonprofit organizations set up websites. The main criteria is that these groups have to be able to maintain the sites themselves, without needing to learn HTML. Custom-CMS'es are too expensive. Does anyone have experience with good hosts that offer basic CMS-type interfaces? What's the best client-side site builder? I still use notepad for my web work(!), so am kind of in the dark as to what's available.

Why does IE hate my website? I've got it looking decent in Safari and Firefox, but it looks hideous in Explorer. Having done a fair amount of Googling, I've come to the conclusion that it's probably related to one of Explorer's notorious CSS rendering bugs, but my self-taught CSS and HTML is not enough to enable me to pinpoint and solve the problem.

I need to preview websites in various browsers on various platforms, all from Windows machines - while on the road. If I remember correctly, there's an online service that does this preview for you. Can anyone point me in the right direction?

HTML crisis: I use relative URLS on my blog because pages archive in different files- for example, a tag for a JPEG would be /images/image.jpg inside image tags. Because I use that first slash to make the relative URL work, all image tags are broken when you type or link to my site without a "www" in the url. In other words, "www.mysite.com" shows all the images fine, but "mysite.com" loads the site with little red x's everywhere. Solution?
