Password access for Intranet Web site

How can one protect an Intranet web site while allowing access from the Internet. Internal users need to see the web site without typing in a password, but when users access it from the outside they need to type in a name and password - or even better still a HTTPS session. I can give more thn one internal IP to the server if I have to. Is htaccess the way to go? (Joomla website) Thanks!

I'm going to start a site to petition a board to keep a local public official in office. I want the site to include facts about why he should stick around and links (obviously) this stuff can be done easily with Wordpress (as we learned yesterday), i'm guessing. But i also want to incorporate a petition that can keep some information private (like e-mail addresses) but make other information public (neighborhood, city, state). What are the implications of someone else registering my domain ("slamming")?

Why does a WHOIS/LOOKUP search show that my website domain is registered to (1) my name at (2) not my address under either (3) namejuice.com or droa.com and say that my website is "locked"? My web designer can make changes to the site. Does this mean that I am going to have to pay some sort of extortionary premium to get my site back when it expires next year? P.S. -- It's pretty easy to find plenty of complaints about droa.com's "slamming" of domain names via Google. I assume that the term "slamming" is either what I am talking about or related to it.
