How do you choose a WordPress theme?

With so many choices of themes, how does one go about narrowing them down? I'm a bit overwhelmed by the myriad of choices. I understand that security, updates, and responsiveness are all important. I'm brand new to WordPress and want to get going on building my installation, but I'm really kind of stuck until I figure out this theme thing. Bonus Question: I do realize you get what you pay for when it comes to themes. Do you have any recommendations for reasonably priced ones?

Seriously, everyone on the web is scripting nowadays.

Why is the web written in scripting languages? It seems most web development today - at least on new-ish websites - is done in scripting languages: PHP, Python (Django/Flask), Ruby (Rails), JavaScript (NodeJS), etc. Is there something about scripting languages that makes them especially well-suited to server-side web development compared to other languages? Or is it just that scripting languages are popular and have useful features, so naturally they're applied to lots of programming tasks today - including web development?

I have a client who has an existing website written in PHP spaghetti code and has been through a few developers. He wants to add features and upgrade to a modern framework (Django). The website is quite involved (tests, shopping cart, user authentication) and the requested features would add another layer of complexity (teachers and students). I am looking for a method of displaying a list item's parent number in a list with nested sublists, in the way sections of a document would be displayed. Example:

JS is ubiquitous and will no doubt come in handy in many more situations. What is a good pocket library of 3-4 books for someone new to JS and front-end web dev stuff, but not new to programming concepts?
