Is there such a thing as a Mini-CMS?

I have a client who needs to change all of like 2 paragraphs on a big webpage. Wordpress/Drupal et. al. are massive overkill for a project like this. Is there a tiny, reliable CMS that'd allow me to just markup the code for blocks that should be changeable and leave everything else set in stone?
