My outside side door's doorframe has cement or somethingsimilar around it to seal up the area between the frame and the brick wall. The cement is breaking up on one side. What product should I replace it with? How do I install it? Here are some pictures.

My NYC townhouse has a garden in the back. The garden has a wall around it, which has been there for decades. Two nearby trees has caused it to bow out of alignment toward my neighbor's garden, though not dramatically so. My neighbor claims in a letter to me that the wall will one day collapse into her garden, and wants us to share the cost of replacing the wall, before that happens, with a fence. She also said that if I don't agree to do this, I better make sure that my insurance covers the possible damage to her property that a collapse could cause. I have roughly 150ml of water, a little bit of sand, and three small rocks from a recent international trip. I have a bathroom that has had some serious moisture issues over the years. I recently installed an exhaust fan and that's mitigated the problem somewhat. My big issue is this: the wall paint (semi-gloss latex) is peeling off where the wall and tile meet. It started bubbling up here and there and I made the mistake of pulling on a little piece today and the paint came off like peeling an orange. I'm painting a wall dark blue and re-doing the ceiling in white. The place where wall and ceiling meet is very uneven, and I'd like a nice clean line between the two. This seems to be a pretty common problem, and the standard solution seems to be creating a neat line somewhere other than the actual wall-ceiling joint. But some say paint the wall color up a bit onto the ceiling and some say paint the ceiling color down a bit onto the wall. Given the colors I'm dealing with, which will look better?
