I'm trying to connect to my university's wireless network with VPN. I keep getting a 619 or 721 error. This is with a new laptop that has Windows XP Pro SP3 on it. How can I fix this problem?

I regularly connect to my school and work networks via VPN. When I am not connected, Windows' VPN connection dialog always pops up while I am surfing. I cancel the connection, but it returns at random a few minutes or a few hours later. How do I get it to go stay away until I explicitly tell it I want to connect? [more inside]
