Last year I got most of my income for working from home in the state of Virginia. I did work for a company that is not owned by me and was located in another town in Virginia. I got a 1099 as an individual from the company for the work that I did. This work was all conducted by phone and email, no one came to my home. I recently got a letter in the mail from the City of Winchester, VA saying that I did not register as a business in the city and that I needed to pay back licensing fees. I know you're not my lawyer, but do I have to do this?

Richmond VA Filter: Can you recommend any good fun antique shops in the Richmond area? Ones with good estate jewelry, coins, & historical artifacts (civil war buttons and the like)? Preferably one that has reasonable prices and the opportunity for haggling. We went to the Virginia Bazaar last weekend but were disappointed by the lack of good stuff and the inundation of sports paraphernalia & generic yard sale type items. We don't mind a little Sunday drive, say 45min to an hour from Richmond City. Thanks!

I'm a male in my early twenties who has washed out of college and is looking for a mental health professional of some sort in Northern Virginia. Issues I feel are likely to come up are my (long-ago diagnosed) attention deficit disorder, depression, and some form of OCD - I have a deep and (likely irrational) fear of psychosis and other impairments of cognition. I am deeply wary of psychiatric drugs, and want to work with someone who shares my attitude toward them, but would recommend them as a last resort. Growing up in West Virginia, which is a state where almost everyone hunts deer, I was constantly told that hunting was in the deers best interest. The rationale being that if the hunters didn't kill some of them off, there wouldn't be enough food to support the entire population, causing many of them to die off over the winter. Looking around the internet, I haven't found anything that supports this idea. So i'm wondering if there is any truth to this, or if perhaps it is just something people made up to justify their animal killing hobby.

Why does road paving take so long in Massachusetts? Last year, when the Mass Pike was being paved, it was a multi-month project. They would mill the road, leave the milled road as is for several weeks, then pave it. The process of covering the length of the work area took several months. By comparison, when I lived in the DC Metro area, paving happened overnight on Route 66 in Northern Virginia inside the Beltway - seemingly instantaneously. One machine would mill the road, collect the milled asphalt, turn it into new asphalt, lay it, and then it would be paved -- in hours, not weeks or months. They would mill/pave one lane one night, then move to the next lane the next night. [more inside]
