Catalytic converter concerns - could it be because car sat for 6 months?

I had a pre-purchase inspection performed on a used car I'd like to buy. The mechanic noticed a loud idle and some vibration at idle, and noticed a smell he said indicates a potential catalytic converter issue (I didn't notice any terrible sulfur smell, so I believe he picked up on a more subtle version of it). He mentioned that if the car had been sitting for a long time, that could be the cause, and would be fixed by regular driving. I'd like more information, but I wasn't able to find any resources related to "car has been sitting, catalytic converter suffers" or similar. What are the odds this is a real problem developing vs. could be fixed with regular driving? [more inside]

There are tons of resources whenever I just google the car model + year, but I have no idea how reliable these reviews are or whether they're statistically significant. Want to get a bit more info besides my friend's first-hand accounts of their car problems, but I'm having trouble with this. Any recommendations for websites or tools to help me parse this data? Used car price weirdly low -- what to look/ask for?

I'm in the market for a used car, and I've found one that looks great (on paper). I have not seen it in person yet. It's being sold by a new/used car dealership that seems to have positive reviews (or at least, no negative reviews that I can find). The only thing is, the asking price appears to be too low, based on what I'm finding online, by something like $2,000-3,000. Carfax report comes up clean except for a fender bender, and the mileage is kind of high (190k for a 2005 car). I plan to check it out in person and ask questions about it, but (1) what should I be looking for -- especially non-obvious things? and (2) what are some good questions to ask about it? Also: if the car is in decent condition, should I try to haggle, or just take the car at the listed price?
