Can and should the Federal Reserve assume public debts to stimulate the economy?

The US states are massively in debt, and public-sector layoffs are causing unemployment to stay high, even while the private sector recovers. The Federal Reserve can create dollars from nothing, and at the moment inflation is apparently a minor concern compared to deflation. What would happen if the Federal Reserve assumed much or all of the debt of the states? They could pay off the debts ex nihilo at a speed of their choosing, while allowing the states to create or save jobs. They could also simply grant money to those states that have relatively little debt. Does anything like this happen, and should it? [Not an economist]

Two Canadians and a tiny American crossing the border.

Do to a family medical emergency, my wife and I are probably going to be renting a car and driving from Philadelphia to Toronto tomorrow night. We are both Canadians living in the US on temporary NAFTA visas. Fun complication: Our daughter is four months old and is an American citizen with an American birth certificate. We haven't yet gotten her a passport or applied for her Canadian citizenship. Should we expect to have any difficulty crossing the border with her, in either direction? Is there anything we can get in the next 24 hours to make things go more smoothly?

Is the US H1B visa only valid for one employer organization?

I am currently working in the USA on a J-1 "Cultural Exchange" visa. It expires early next year and my host organization, a non-profit, has expressed that they'll be happy to sponsor me on an H1B visa before then. My question is: would the terms of the H1B visa mean that I'd be tied down to working for this one organization for the duration?
