My public university has a rule which only allows me to take classes for transferable credit at an outside institution (say, a community college) if I first register for at least 12 credit hours with said university. Is this standing operating procedure, and what can I do about it? [more inside]

Trying to transfer to a four year college, and changing direction mid -stream.
