Does your (American) city keep transcript records of its city council meetings?

Does your (American) city keep transcript records of its city council meetings? In the beginnings of a dissertation, any help appreciated as I search out cities to study!

I am looking for American cities (of any size, at this point) that have kept records of their city council meetings where the transcript is logged and available (even if by purchase). I need to be able to identify the person speaking with their words. Videos of the council meetings are not quite good enough for my research requirements (but interesting to know as well). Thanks so much!

Dealing with an old, ugly college transcript

An old problem that I figured was more-or-less permanently in my past has reared its head. Even though I graduated from college a decade ago and have since gone to law school, a prospective employer is demanding my college transcript. I did poorly in college - I got three Fs and had to take a year off at my school's insistence. My question is, when I send along my transcript, should I include any kind of explanatory note, or just leave things be? (A few more details inside.) As I mentioned, after getting three Fs, I had to take a year off from school. When I came back for my senior year, I did a lot better academically. A few years later, I applied to law school and got into a top school, where I also did well academically (Dean's List two of three years). I got a job with a top law firm, which I held until recession-induced mass layoffs a few months ago.

In other words, I figured I had managed to put my ugly college transcript behind me. So this request was rather a surprise. (I was also surprised to be asked for my law school transcript, as no other prospective employers have sought that either, but that one doesn't really matter.)

When I was applying to law schools, pretty much every application had a section where you had to explain any prolonged absences or "disciplinary" actions taken during college. I had a short mini-essay where I described my experience, and how I bounced back from it. My subsequent success is, to me, even further proof of how distantly in the past my poor college grades are.

So, do I bother pointing all this out to these people? Or would that bring unnecessary attention to my college grades? It's not like they won't see them - they're obviously going to look at the transcript. But perhaps it's just better to let my post-college record (ie, law school & law firm job) do the talking. Thanks for your thoughts.

Recent Parisian court records?

Where do I go to obtain certain recent court transcripts in Paris? I am writing an article that would benefit greatly from access to records and transcripts from a Paris Court of Justice civil case in 2007.

I believe I have the correct name of the judge, one of the parties (a major public institution) and know the date of at least one hearing - in November 2007. But I don't have any more formal information.

I will be in Paris later this month and would like to go to the appropriate library or archive to look up all public information from this case, and make some copies. Where should I go? (Do I need to make an appointment?)

If it's relevant, I am a Canadian journalist.

My big concern right now is that I need it in paper or electronic form but I do not want to watch the debate over and write down each question and each answer.
And a trillion zillion billion points for finding a free an/or immediate copy.

How do I make a macro for Microsoft Word to capitalize lines in an interview? I'm working with interview transcripts in which I am manually selecting text and selecting "all caps" to capitalize sentences from the interviewer. Needless to say, this is time-consuming and I'm pretty sure there's a faster way to do it, but I don't know where to start.

Oh great hive mind, how do I get from the sample input to the desired output below?

I: Hello, my name is John.

P: Hello, my name is Mary.

(they both laugh)

I: Hello, my name is John again.

P: That's very interesting. Please, tell me more.

I: Hi, my name--

P: Mary.

I: Don't interrupt.

Desired output:
I: HELLO, MY NAME IS JOHN.
P: Hello, my name is Mary.

What looks, uh, the least bad on a transcript - a C or a D w/ an A or B as a repeat grade? Basically, I want to know from a school or employer's point of view, is the better to have received a grade of a 'C' or to have gotten a non-passing grade 'D' or similar with a higher grade the next quarter when I'd retake the course? The original grade will not factor into my GPA, however it would still appear on the transcript. I'm confident I'd do much better the second time around, but is it even worth it or should I just try to finish off the course strong and most likely, end up with a C or C+. It should be noted I have to achieve a C- or worse to be eligible to repeat the course, so getting a D would be on purpose.

Considering if my extenuating circumstance to drop a letter grade off my transcript doesn't go through, will an F in Statistics completely ruin my chance for Medical School? I received an F in College for the first time ever for one class (Statistics). However this was at the same time my Mom fell ill and passed away. I originally submitted an extenuating circumstance to my college to remove this letter grade (with proof, the death certificate) and explained I couldn't attend class because I was taking care of my Mom and it was already passed the drop deadline.

However it was originally denied with reasoning that I was able to complete (night) classes fine. I appealed this and offered an explanation that I took care of my Mother during the day and went to class at night when my Sister or Father could take over.

Now they are looking into the case again and will hopefully drop the class off my transcript.

So my question is, for whatever reason, if they deny it yet again will I be screwed and not be able to get into Medical School? (Keep in mind I'm still in college with maybe two years left).

Thanks.

How do I negotiate with a collection agency?

How do I negotiate with a collection agency and make them notify the original creditor right away? A few weeks ago I got a call from a creditor claiming I had a debt to my university from five years ago. I told them to send me more information. I received a letter which claimed that I owed $299 plus approximately $100 in "collection fees." I then sent the agency a letter asking for further validation, including the breakdown of specific charges. It was a standard validation letter text that I found online, minus some of the threats of legal action. I have not heard back from the collection agency since.

However, I have decided that I want to go back to school and thus need my university transcripts before mid-April. I called the university and found out that the original $299 was a valid debt to them, but since they have sold it to a collection agency they will not accept my payment directly.

I need to know how to negotiate with the collection agency -- a thirty three percent markup on the original debt seems out of line, not to mention the fact that they probably paid ten percent for the debt in the first place -- but I want them to notify the university immediately, so I can get my transcripts.

Any tips on how to do this? I've seen some instructions online but nothing detailing this type of situation, where letting them know that I need them to notify the original creditor vs. the credit bureau might tip their hand and make the deal I could get less desirable.

Thank you for any help you can provide.

Where can I find the text/transcript (or even better a video) of Hillary Clinton's speech at the 1992 Democratic National Convention.
Help me get a South African high school transcript

Can someone help me get a sample transcript/report card/curriculum/other literature from South African High Schools? For reasons too uninteresting to go into, I am having trouble getting a sample transcript from any South African high school (I work for a high school study abroad company). I have perused the SA Dept. of Education website with discouraging results, and was hoping someone in the MeFi community would have some ideas. Better googling, sample transcripts of their own, help of the sort? Thanks! Bonus points for a course syllabus, class schedule, and course catalog. Private or public, no matter.

How do you deal with a company's request for a transcript if your grades aren't that great? My friend is applying to a software developer position at a software company. She's fresh out of university with a degree in computer science and the company wants to see her transcript, but her grades aren't that great, mostly in the C range. Grades were not a concern because she figured she wouldn't be pursuing computer science in grad school and figured that she'd never face a company asking for a transcript.
Consequences of plagiarism

My partner has just been caught for plagiarism. I don't know many details because she won't talk about it, but I want to know what effect this will have on her future. Mrs. Anon is a fourth year student at a Canadian university, currently completing the very last courses of her degree. Although I feel the need to make excuses for her, I realize that there is no excuse for intellectual theft, so I won't. She doesn't want to talk about it, so all I know is this:

Today she got a registered letter from the university telling her that they recognize her plagiarism offense.
She wasn't surprised at the letter, so she must have known about it in advance.
I don't know if the offense is from this semester or last semester.
I just checked her transcript online and there are no notes on it, but it may still be too early. I assume that since she got a registered letter from the university it is a formal offense and will go on her record.

So:
What does it mean to have a plagiarism offense on your record? Who can see it? For how long?
Does this mean her dreams of graduate school are crushed?
What about other careers - if she applies to work for the government (etc.) will they see it?
How do I talk to her about this?

If anyone has gone through this and doesn't want to be outed in-thread, I have set up a throwaway email account at askmeplagiarism (chez) gmail (dot) com

FailingCollegeFilter: I mostly didn't attend my math class last semester and consequently failed. How bad is this, for the purpose of transferring to a better school? Therefore, the F would still be on my transcript; I'd just note on my transfer-student application that I'm retaking the math class and am expecting to receive grade such-and-such. Is that important, or am I just as well off taking more interesting classes?

I've heard so much about the most recent Bin Laden tape... but I've yet to see a complete transcript (in English).
