Should I buy a PPO insurance plan in addition to my Kaiser coverage?

I have Kaiser insurance through my mom's employer (I'm 23), but due to the fact that I'm trans and have psychiatric illnesses I'm really unsatisfied with the care that I get through Kaiser. Let's put it this way: I'm totally at my wit's end. More and more I'm thinking it might be a good idea to buy a PPO plan (Blue Shield, et al) through Covered California this enrollment period. So... how do I trans?

I'm 30 this year, and I've known something's up with my gender identity since... well, since ever. Over the past year or so, I've come to realise through a lot of reading, thinking, talking that I'm male-to-female transgender. My feelings of dysphoria aren't going away, and they're getting worse, but I'm not making any practical progress towards transition because Life Stuff keeps happening and giving me an excuse to put off scary stuff. I have an idea for a costume for our Halloween party that involves my not only dressing in drag but also explicitly calling out the fact that a guy dressing in drag shouldn't be as big a deal as it often is.
