How do you train a dog NOT to do something?

How do you train a dog NOT to do something? I understand the basics of training a dog to perform a positive behavior: repetition, treats, encouraging words and body language, etc. I've even been somewhat successful in training my dogs to sit, stay, give paw, etc. But one of my dogs barks at my husband whenever he walks by, and he (the husband) is getting pretty darn tired of it. Roommate's approach to fixing his dog's bad behaviour is through telling him "don't do that", and my cat is in constant fear.

Roommate's dog is untrained and terrorises cats. The roommate won't do anything really (except verbally address his dog "don't do that") Needless to say the dog does many things that are bad besides terrorizing my cat and another roommate's cat Like a parent with an out of control child, what do you do??? High demand specialty jobs that might help pay for the schooling?

Where would I find high demand specialty jobs that might help pay for the schooling? I'm looking into a career change and looking for jobs that might be in high enough demand where some entity would paid to get the training/schooling and take that job. I'm not so much looking for low skilled high wage jobs as I am niche jobs that requires education, as I would also like to get a degree. An example is like the way the military requires a 4 year enlistment but you get training and alike out of them. (although I'm to old to try this now) This could also include government sponsored job training programs for specific industries. Maybe like an X-ray tech? I just don't know where to hunt for such things.
