coding partner or starting over better?

I am in the UK and learning HTML/CSS/JavaScript & InDesign through Lynda.com. The InDesign comes naturally to me, the coding not so much. The trouble is it's very difficult to get feedback and damn near impossible to find a coding partner. I do not have time to do more than three hours of training everyday and can't take time off. Is there a language/framework/training that would be more progressive to the lone learner?

more than playing around with coding, for $150 a month?

I am playing around with small ways to make a file database accessible to a group without using Box or Dropbox. I have been looking at various ways to learn coding html, css, and JavaScript at home for a couple hours each night and would like to hear about study plans self-learners have stuck with to develop apps and websites in three to four months. continuing education with human resources or org dev?

A social enterprise I started a few years ago is finding traction and I have a real opportunity to go back to study part time while continuing to work. I want to build on some early work I did with volunteer fundraising training and operations management. What stinks or swims charities is volunteer participation. I am trying to find courses - master's, certificates, short courses (anywhere, online preferred) geared at volunteer management, community organising, political organising, and especially human resource management or human resource development with underserved populations.
