A perfect phrase for traffic

When you're going against traffic, is that bad? Of course not, even though it sounds bad. And if you're going with traffic -- that's bad, even though it sounds good. Confusion is built in. Here's the QX: Years ago I heard a perfect phrase for this. Something like "If we leave at three, traffic's our friend." Maybe that was it. But has anybody ever heard something along these lines. Urchin reports IP addresses as "other"?

Web analytics question: I'm running Urchin on our own IIS webserver, to analyze our typical W3C Extended format logfiles. Everything works fine but for some reason almost 80% of visitor IP addresses are reported as "other." Each line in the actual logfiles has an IP address. What's happening between there and Urchin?

I'd like to ask a relatively simple question – what would happen if we switched of traffic lights when we didn't really need them? I'd like to know from an environmental aspect what effect turning off the nations traffic lights would have towards saving electricity and reducing emissions. Who's right (of-way)?

Who has the right of way in this situation? There's a north-south street crossing an east-west street. The north-south street has stop signs. The east-west traffic does not stop. A car (car #1) approaches from the south intending to turn LEFT (westbound), but has to wait for the east-west traffic to clear. While waiting, another car (car #2) pulls up from the north at the southbound stop sign, intending to go straight. So who goes first, 1 or 2? [more inside]

right turn on red from outside lane

I know it's legal to make a right turn on a red light after a complete stop (at least in CA). Does that apply when there are *two* right turn lanes? That is, in areas where there are two right turn lanes, I've never thought twice about making a right on red when I'm in the lane closest to the curb. But I've always been a bit skittish about making a right on red in the "outside" lane. Is a right on red (after a complete stop) legal from the "outside" lane as well?

A few months ago, I was stopped by the IL State Police, and I received a ticket. I need to go to court to obtain my drivers license back [not that I didn't go the DMV office, that day, and get a new one]. Nonetheless, I want to get it cleared up however; I've washed my ticket.
