A motorcycle cop turned on the flashing lights and started weaving back and forth between cars on the highway. The passes kept getting wider, gradually prompting everyone to clear out of all 4 lanes and hang back about 1/4 mile behind him. Then he continued these sweeping 'S' maneuvers across the lanes for miles. By the time I had to exit, prevailing speed had dropped from 75 to 40. What was he doing, and why?

I purchased a service to deliver traffic to one of my web sites. I know it reeks of scam, but I was curious. That's beside the point.
The terms of service don't state anything about the timeframe in which that traffic will be delivered. It's come in dribs and drabs (then entire purchase would take years, literally, to be delivered). And their stats do not match mine. Every single day shows them delivering more traffic than my whole site gets.
That said, I have two questions.
1) What is the legal basis for timely delivery of such a service, given that timeliness is not discussed in their terms at all. There ought to be a reasonable assumption of how long they have to perform their service, right?
2) Since legal action is not a reasonable option (it would cost more to get a refund than the refund is worth), what are some ideas for completely legal ways I could put a spotlight on this company's potentially fraudulent but certainly terrible service?

Does anyone happen to know how to find an electronic version of Title 18 Chapter 3 of the District of Columbia Municipal Regulations? Damn that DC,
only certain titles of the DCMR have been made available online (apparently for the simple reason that
DC can't muster the staff to put them all online, bleah). I'm hunting for the actual law that establishes DC's driving infraction point system, something that's apparently codified in said Title 18 Chapter 3, and would love to get a version of the law that I can keep archived on my computer!
(Apparently, the entirety of the DCMR is available on Lexis-Nexis and Westlaw, but non-law peons like myself don't get the benefit of this. Double bleah.)

I am currently building a 'community' website which is like the Yellow Pages with user reviews. For example, the website lists all the Florists, Plumbers, and Massage Therapists in the area, and then allows people to post a review for the particular service. The website is for a community of about 75,000 and it won't be difficult to get the word out about the website. The challenge is getting people to 'generate' the content. How can we incentivize people to write reviews? Any examples of websites that are doing this right? Most importantly, any creative ideas from the savvy marketers out there on how to get people to write reviews and generate our critical content with minimal financial incentive?
