I broke a part of my car's tire valve (the TPMS sensor, maybe?), dropped my car off at the tire shop and realized I have no idea how much this will set me back. Does anyone have an idea what these repairs might run me?

My 2002 VW Jetta has a flat tire, the hubcap requires a special key to remove it, and I can't seem to find the key. Can someone tell or show me what I'm looking for? This car is a '97 Toyota and it was was functioning well when parked. It had a flat tire and has been parked in my driveway for three weeks. When I went to change the flat today, I could not get the wheel off. To be clear, the lug nuts all came of relatively easily, but the rim seems to be melded/rusted onto the axle. What do I do? I have a 2001 Honda Accord and I am in the process of purchasing new tires. The inside tag inside my driver's door tells me that tires shoud be inflated to 32 PSI or so. Does this rating only apply the OEM tire or any brand of tire? Also, I've noticed that my dealership has been overinflating my tires to 37 PSI. Is there a reason for that?

I've recently taken my truck out of active service and am only driving about once a week, often less. The tires always seem to be low when I do take it out. It's not the first time I've noticed an infrequently-used car losing tire pressure. Why does this happen? And what can I do to ensure that, if I put my car into long-term storage, it doesn't wind up with 4 complete flats?
