Are there Universal Task Codes for Graphic Design?

Lawyers have the Uniform Task Based Management System. Doctors have CPT Codes. But what about other industries, like marketing, advertising, and graphic design? The company I work for is developing a list of tasks so we can report our time in a meaningful way, but it's proving to be a more extensive task than anyone anticipated. What's the best book out there on time management? I've yet to find one that does it all: explain the key concepts of time management, provide a proven framework for gaining control of your time, and identify common mistakes and helpful tips.

Software to track time?

A timekeeping application? I'm looking for an application which makes tracking time spent on something easier. Think something you'd use to record billable hours when you have more than a score of clients and are doing things for them in 15-30 minute slices (not necessarily contiguous) throughout the day.
