How do I stop paying vehicle excise tax in RI when I haven't lived there in years and I don't even own the car anymore?

I imported my car to Canada from the USA while in Vancouver on a work visa, so (as a non-settler) I paid no taxes on it. Now, I'd like to sell it — what should I do? Go back to the border office and import it for reals (how much would this cost?) or export it back to the US and sell it in a Carmax in Seattle or something?

I just received a bill for taxes on a car I sold in 2001. The taxes are for 2001, 2002, 2003. I have the VIN - but I've moved about 8 times since then, and am not hopeful that I can find a copy of the bill of sale or transfer of title. How can I prove that I didn't own the car during that time?

I'm thinking about buying a new car in the next year. I live in Seattle, Washington, where the sales tax is about 8.8%, but I visit Oregon frequently, where there is no sales tax. Would there be any drawbacks to buying the car in Oregon to avoid the sales tax? I would still register and insure it in Washington.

Can I write off all or part of my car purchase? While it will be used to ferry me about, it is primarily being purchased as a test vehicle at my non-profit workplace (engine/battery modifications), where I serve as a consultant.

Purchasing a car for my daughter from a co-worker/friend. Clueless about any legal requirements -- transfer of title, taxes (Montana), odometer, etc. Any advice at all...?
