Computer noise at startup

I bought this computer off an Ebay store where they assemble it for you. On cold mornings, it would make noise after turning on (power supply fan related). The noise would stop for a while. I got a replacement power supply (PSU) from the company and the noise stopped for a while. Now it's almost summer, it's not that cold, and the noise has started again. I'm thinking maybe it's not the PSU but maybe the flimsy case enters some resonant vibration? With the previous PSU I tried to buffer the spaces between the case and the PSU with tape, didn't do anything. With this new PSU, I tried to tighten the screws again, didn't do anything. I'm sure the noise isn't coming from the case fan, as, when I had the previous PSU, I disconnected that fan to make sure.

Why does the road salt (in the Northeast, anyway) come from far away?

With all these winter storms here in the Northeast (and Midwest and South), I've been hearing a lot about salt supply issues. Supposedly much of it has to come from Chile...but there are plenty of salt mines in North America, aren't there? What about solar evaporation from the ocean right here? Wouldn't such sources save on the costs and environmental impact of shipping long distances? Are domestic sources just exhausted by demand in the Midwest and parts of the South far from ports?

PC Power supply help

Need some advice please. I tried to install a new Power supply in my 2 year Old Dell PC in anticipation of installing a new Hi Spec Graphics card. Did all the necessary connections (I think) except connecting up the Sata cable to the Optical Disc drive (It wouldn't reach, I'll come to that in a minute). Powered it up, nothing. I noticed a light came on, on the motherboard (so It's getting power right??) Took out the power supply, refitted the old one and it all works. Questions - 1.Does not attaching the Sata cable to the optical drive matter?? 2.Can I buy a Sata cable extension?? 3.Is the light (showing on the motherboard) indicative of the Power supply working?? 4,Is it possible that the new power supply is not functioning??? 5.Is there something really obvious I'm missing?? Any help advice would be gratefully accepted, thanks
