Stranger rang my doorbell, asked me to call a cab, and left bag on porch

I am female and at home alone right now. A guy I don't know rang my doorbell and asked me to call him a cab. He was dressed somewhat appropriately for winter but looked very cold. I was a little nervous but felt sorry for him--but being alone, I said okay and did not let him into the house. I called him a cab, explained the situation to the dispatcher, and they said they would send over the cab right away. I saw a cab pull away a little while later--same company I called--but it was too dark to tell if the guy was in there. I looked through the front door and saw the guy was gone but that he'd left a plastic bag full of stuff. I can't tell what any of it is aside from a smoking cessation package. Question/s: Should I just pitch it? Is it safe? Should I have not called the cab? I feel like I'm being scammed or the victim of some trick, but I don't know what.

Stranger came up our driveway twice. Should I call the police?

My brother tells me that he saw a white pickup truck park outside our house. An older guy in his 60's or 70's walked up the driveway about 3/4 of the way, turned away from our house, stood there watching the street for about 10 seconds, then walked down. He repeated all of these actions one more time, then left. We had no cars at the house at the time, so I'm assuming he thought no one was home. Considering he didn't knock and came up twice, I'm worried about this and am wondering if it would be going too far to call the police. Can you think of any other possible reasons for someone to act in this way? Details inside. [more inside]

The other evening, as I was standing checking my pockets for something outdoors at a busy transit connection point, I was accosted by a person in their mid-20s (I am older) who first walked past me, then stopped and walked back towards me and said something (in an indeterminate, non-English accent, possibly of Eastern European origin, and in what struck me as an accusatory, perhaps even bitter, tone of voice) about my not recognizing someone from "your lineage."
