Why won't Spanish keyboard produce "at sign"?

We have a Spanish keyboard where "@" is on the Q and AltGr is present. I'm on a Win7 machine with Office 2007. I can't type "@" using AltGr+Q, right ctrl+AltGr+Q, shift+AltGr+Q, or right ctrl+shift+AltGr+Q. Please help me figure this out! [more inside]
