Software to make photos look like the artwork of The Smiths.

I have some digital photographs which I would like to make look like artwork for Smiths records. See examples: 1, 2, 3, 4. To achieve this I reckon I need software which would be able to do three things:
1 - Blur an image
2 - Darken an image
3 - Apply a single color filter to an image

Hopefully this software is available for free/trial. I only need to do this once to about a dozen images.

I have no graphic design experience so perhaps it is more complex than the 3 step process I have outlined above. If so please tell me how you would do it.

Manchester music meanderings

Where can I take a musically-obsessed American friend around Manchester and London? An American friend of mine is coming to stay with me in Manchester next week, and has expressed a profound interest in all things Mancunian and music, such as Joy Division, New Order, Happy Mondays, The Smiths, electro music, goth music, etc.

Alas, the only things I can think of to show her are the Salford Lads Club and what’s left of the Hacienda. Do you have any better suggestions ?!

Minor Key

Does anyone have any favorite popular songs in a minor key that they can suggest to me? More Inside. I'm just a sucker for minor chords. I always have been. I've been trying to build a personal library of minor-keyed songs. I especially like the fast-paced ones (e.g. - "Bigmouth Strikes Again" by the Smiths) and I like all genres. Please provide me with any suggestions, because I'm tired of just stumbling onto these songs by accident.
