Do VCs help or harm Silicon Valley?

It is assumed by virtually everyone that venture capitalists are, in aggregate, a force for good in Silicon Valley and San Francisco. I suspect that VCs may be a net negative force because their relentless drive to invest in blockbuster companies to get massive returns results in a lot of human, social and capital waste. What was Google's early government subsidy, if it existed?

In Rebecca Solnit's latest LRB piece on San Francisco's tensions around the tech boom there, she makes an unsourced reference about "Google set[ting] itself up with the help of a $4.5 million dollar government subsidy". The LRB is very respectable but this claim seems a bit wobbly. Perhaps my Google Google-fu is failing me but I can't find a reference or more detail for this claim online. All I get is very vague and untrustworthy CIA funding conspiracy theories on tinfoil hat crank sites. I can't find anything re: that $4.5m figure. Solnit likely may not mean the CIA at all but some other kind of government subsidy. Can the MeFi hive mind help factcheck this claim? Are there reliable sources with more detail on this?

I'm a physicist, working to get hired in the tech sector in Silicon Valley. I'm an experimentalist having worked on collider and free electron laser experiments. I've done a lot of coding, most of it in C++ and Python, scripting in bash etc. The problems I solved, though, seem very different from ones relevant to the tech industry. Moving from SF to Silicon Valley - need advice on cars and housing

So I've lived in beautiful San Francisco, California since 2005, but I've recently started a job down in Sunnyvale. I can take Caltrain down there, but it's an hour's trip plus half an hour on either end to get from home/work to the Caltrain station in question. This is not sustainable, so I'd like to move south. I'm 31, single, and a city boy from way back, so moving to The Suburbs gives me pause. Also, I sold the only car I've ever owned back in '05 shortly after I moved here. So I'm going to be interviewing with a major Internet company in California sometime within the next few weeks, and I'm excited, but also scared to death. I've heard that several of the "big name" companies have very rigorous interviewing processes, and I've done a ton of Googling on the subject, but only seem to find information relevant to interviewing at Microsoft (which I'm not).
