How do I slow people down so we're more profitable?

We have a guy who's in charge of selling our products a group of customers. He has a list of artwork requests that's a mile long (e.g. put this customer's logo on item xyz, create a custom design to celebrate that customer's anniversary, etc). I noticed recently when I went with him to visit some customers that he has a tendency to put down art requests even when the customer doesn't seem very interested. e.g. He'll show the customer a product, get a *luke-warm* response (at least in my opinion), and offer "ok, we'll send you a sample and artwork." To me, that's part of the reason the list gets so long: because he keeps offering to send customers artwork even for products they might not be interested in. I mean, it's no skin off his back. He's sales, and getting artwork done is "someone else's problem." If artwork generates a sale, its to his credit. If not, then, again, it's no skin off his back.

Any idea how we can cut down "non-essential" artwork requests? [more inside]

Is there a general liquidation timeline I can use to determine when to purchase an item? I'm specifically looking at Circuit City. I was in there last week and saw that a DSLR (the Canon Xsi) I've been eyeing was at this location and was on sale for 10% off. I went again on Thursday and it was down to 20% off. OK, hypothetical situation: you've spent a long time building a huge collection of electronic music CDs (several thousand.) Some of them are "rare" and most of them are "meaningful" but now that you've moved to beatport, torrents & all digital files, real CDs just don't have the same value to you that they used to. And for that matter, there's probably very few albums you couldn't find again if you spent a little time. Have you ever tried to send a piece of mail at the post office certified or signed? Yesterday I tried and the lady went into all this strange ins and outs to justify why I should pay $5 for priority mail envelop instead of the $2.50 (or so) I could pay to just track it (if I skipped the mailed receipt option). This included telling me I'd have to pay for the envelope (which is fine), but insinuating it would be expensive and deflecting how much an envelope would actually be (finally admitting it's only 10 cents).
