Representing a failure on a CV/resume in a good light.

I recently dropped out / failed to complete a 2 year social science Masters program after I was unable to complete my dissertation for a whole variety of reasons I won't go into here. How do I represent this time on my CV in a way that is both honest of what I did and did not achieve, but not off putting to employers or just a big unanswered gap. (I am seeking employment in a field that is not particularly related to the subject of the course)

I am considering hiring a resume writer. I have 10+ years of experience in a specific industry (industrial manufacturing related) and interested in branching out to different industries. I feel like I should be doing something different than the usual. Has anyone hired a resume writer ever? How was your experience with it? Any tips? My fear would be to get a canned resume that I could do better myself. Are there any personalized services out there that could really help differentiate the resume?

Sure, I know the operating systems...which means what, exactly?

I'm currently filling out a profile on elance.com for web development jobs and am being asked to indicate which skills I possess. Some of the choices include MacOSX and Windows. I've also seen people list these on resumes(used to work in HR) in the same section where they list proficiency in MS Word, or even in a separate section for operating systems, for pretty much every kind of job, not just tech-related. For about a year now I've been bouncing between secretary type jobs through temp agencies, and need to figure out how to list this on my resume. Two of the temp jobs are relevant to the type of work I hope to get, but can't be listed by name due to confidentiality issues. How do I present this industry specific and consumer facing work especially since my long term job before this was in a different field? I'm in the Bay Area legal tech field. I'd like a job in SF proper, as my commute to Mountain View is brutal. Where can I find great examples of resumes / cv's? I will be pursuing a new job in the next 6 months and would like to polish up my resume now. I think my resume is pretty good, but I would like to look at some different approaches to brainstorm how I may tighten it up. I am a I.T. project manager if that helps. My Google-Fu is turning up sites with resumes templates that are, ummmm, a lot worse than my existing resume. Any general tips would be much appreciated as well, but I am more interested in format, structure, and wording. Help me find example resumes that jump off a recruiter's desk!

What do I do?

This is yet another question regarding job titles. With the huge cuts last year and the lack of a state budget so far this year (much less a university budget), this is a nervous time for my coworkers and I. My official title is "Systems Engineer" which (to me) is so broad of a title that dozens of different positions actually fall under this category. What blogs / sites make you say "I want to hire this guy!". What is it about those sites that makes you say this? If and when my next employment search comes up, I would like to have a web presence that gives prospective employers a window into my work, thoughts, outlook, etc. I am looking for blogs that do a great job at selling the author to potential employers. I am interested in content but also the sites presentation and functionality. I am more interested in business related blogs rather than designer / portfolio types sites, but will take all comers.
