Bay Area Apartments: Explain like I'm 5

I have a job offer in San Francisco. I understand that renting there is more difficult than it's ever been. My requirements are: I want to be able to walk + bike + BART/Bus to work, which is around South Beach. Other than that, I am cool with East Bay, South, whatever. I could swing $2500-ish a month, but that is an upper boundary. Tell me about neighborhoods, tell me whether there exist "apartment headhunters" who could reliably do this for me, school me thoroughly. Thank you in advance.

Referrals for Real Estate Lawyer or similar near Las Vegas?

A good friend owns an underwater house in a suburb of Las Vegas. Payments are current and house is in good shape. The friend reported that a similar home in the development recently sold for several thousand (something like $50-80k) less than his current mortgage. If I can provide referrals to knowledgeable local people so he can get good, sensible information on his options, that would be a huge help. [more inside]

Need tips and strategy for getting a rental house. Our rental market is very tight (in north Seattle). Landlords can afford to be picky. At first glance, we don't look like ideal tenants. Infestation Risk

I'm looking to rent a studio or one bedroom apartment in Arlington, Virginia within walking distance of the Courthouse or Clarendon Metro stations. After a week or so of pretty intense searching (dozens of calls, two days spent wandering around) I finally found and visited a place in my price range (under $1250) a 10 minute walk from Courthouse. Unfortunately online reviews (20 or so) are largely (80%) negative and frequently mention roaches and bedbugs. How do I decide whether I can look past this or not? We're interested in renting a small house in CA as our primary residence. We're suspicious that the owners/agents are just trying to wait out the market before selling. Is there any meaningful protection that guarantees a minimum stay in the property that can be put into a rental contract/lease, irrespective of whether the owners receive an offer on the house?

Craigslist is crammed full of realtor spam, and there are no separate "by-owner" listings. The San Antonio paper is full of realtor spam as well.
