How to remotely access a doctor's office's files?

I am looking for advice to come up with a technological solution for a physician’s office in NB, Canada. The scenario is that I would like patient files to be accessible remotely while still satisfying health privacy laws (PIPEDA), especially the part about patient records having to be stored in Canada. Reliable FTP client for iPad, including direct editing of remote text files (ideally with some degree of syntax highlighting) and uploading of non-text files? All options I've found in the App Store have mixed-to-poor reviews.

Need remote editor

What's a good Windows app for remotely editing files on my hosted server? Currently my method is to hand-code HTML in Notepad then use a custom batch script to FTP it to the server, or to telnet and use pico. Obviously this is horrifically tedious. I'm ready to come out of the 1990s. What's a good, nonbloat Windows app that will help me? Something that will maintain the content locally and upload changed files is be a bonus. Frontpage is bloat and way overkill.

Automated Upload?

I'm looking for a script or a little piece of software (free please) for Windows that watches a directory on my PC and uploads its contents to a directory on a remote server (or preferably syncs it with this directory, but I don't know if that's possible).
