How do I paint over rubbery paint that stretches and peels off walls?

Just bought a 1926 home where the living room walls and ceiling has been recently painted with a sad dark gray. The walls are plaster, and previous owner had used an electric sprayer. I have a feeling he put on the paint too thick because where some fixtures have been removed, paint is peeling off in sheets- but stretches off like rubber! Peels cleanly off of the plaster. I have this antique wood table, how can I restore it?

Here is picture. It is either walnut or oak, I am not sure. I believe those are water marks on it. The marble top lifts off so it should be pretty easy to restore. I would like to keep the wood look, no painting. What would be simplest way to do this? I have never done anything like this before.

Help me help my coffee table, Furniture Repainting Edition.

I found this coffee table on Craigslist for $15. While structurally it's pretty sound, the previous owners painted it; it looks like they may have just spray painted the poor thing without a drop of primer or sealant, because the top is chipping (see photos). Not ever one to leave passable alone, I decided that I had to repaint it. I've read as many furniture painting tutorials as I could get my hands on - the best seemed to be DIY on the Cheap, Young House Love, Centsational Girl, and Mouse House - and I still have a few questions for you guys. Can this waterlogged mini-bar be saved?

On a walk through the alley behind my apartment building, I discovered a beautiful vintage vinyl-upholstered bar next to the dumpster, abandoned by some craigslist-averse neighbor. Unfortunately, it appears to have absorbed several gallons of this morning's downpour. There are a few tears in the vinyl, and the foam beneath is saturated- ditto for the plywood shelves. Is it salvageable? Should I try to use a hairdryer, or will that only hasten the development of dry rot?
