Tell me about Detroit real estate and urban policy today.
How are they dealing with the damage, even collapse/abandonment of neighborhoods?
For someone interested in the city, and specifically these distressed areas, how is the City managing them? Creative Zoning? Homesteading? What are the opportunities for an individual? Business needs? How much of the land itself is damaged from past industrial use? Are there programs for (brownfield) rehabilitation?

Tell me about cleaning up a toxic creek. In this case, something like the Newtown Creek in NY, now a Superfund site.

What is the process? Is it dredged? Dammed and drained? Dust, noise, time?
Please explain the engineering.
If the waste has seeped laterally, and it has, does that mean extensive excavation? What is the impact on the surrounding properties? What happens to property values, how do banks look at this, now and looking to the future?
Please explain from a Realtor's or developer's viewpoint.

Looking in a "neglected" area of NYC for property to buy.
My question is how to get information; on owners, and issues like back taxes owed, or even,
now especially, foreclosures.
The Dept. of Finance has block-by block data, but it is very time-consuming, and obviously does not include current data.
