Help me diagnose this itchy, red rashes on my neck/upper chest area... [more inside]

I get red blotches on my chest/neck when I experience any sort of emotion. Does anyone know what this is and what I can do about it? I'm getting married soon and I don't want to look like a freak for the whole day.
