When and how to call elected officials who are not MY elected officials?

I call my own elected officials about issues, but all of them (federal and state) are Democrats, and Republicans have the majority in the federal Senate and House, so I want to reach them too. How to stop spammers when they have your info

A few weeks ago I got some phone calls and emails about a quote I submitted online for moving to some small town in central California. The only problem is I never filled out that form. Since they had my yahoo email, I figured they might have hacked my yahoo account somehow and got my phone number from there. I changed my password and removed my phone number from the account but it was too late. Today I got emails and phone calls about auto insurance quotes. The emails I can ignore and once I answer the phone and explain the situation, the agents remove me from their list but I don't know if I want to put up with this every few weeks. Has this ever happened to anyone else? and do I have any other recourse than changing my phone number?

A former acquaintance (non-close friend) from college continues to contact me regularly despite me ignoring his calls for almost a year. He calls me about once a week and occasionally he will call in bunches. He has probably called 40-50 times in about 9 months. The fact that he has persisted this long is freaking me out a bit. How do I make phone calls looking for my ex of 15 years ago stop?

I got divorced almost 15 years ago. It was not a friendly divorce, and as such, I've not spoken to the ex since the night I found him in flagrante delicto. I've since remarried, had a kid, bought a house and have a stellar credit rating. Recently I've started to get collection agencies calling the house for the ex's debts. Other than dealing with each individual collection agency as they call at insane hours, is there any sort of general clearing house type place where I can say "I don't know where he is, I don't know what he's doing, and I'm certainly not going to pay his bills?" Is there anything I can do to make the phone calls stop? Do I have any legal recourse at all?
