Computer power efficiency question. Does this technical solution exist?

I have, over time, acquired a handful of external USB hard drives. Terabytes full of stuff... The problem being, I don't really want to pay to have them on all the time, if I don't need them. It occurs to me it would be nice to have a simple, elegant way of having your computer keep an index, of sorts, of what you store on your external devices, even if those devices aren't powered up... and then having it either power the device up, or prompt you to do so, in order to access the files you need. Is there a Windows-friendly solution for something like this?

What do I need to know about hard drive enclosures? My computer (PC) died this morning and I want to pull out the 2 hard drives and use them as external drives for my new Mac. Why won't my USB hard drive stay mounted without constant disk access?

My USB2 hard drive will only stay mounted if I keep accessing it. If I don't, within 5 hours or fewer, I can't access files on the drive or even do a directory listing. I can then unmount the HD, power cycle it, and it will mount again as if nothing had happened. If I keep accessing the disk, say by continuously playing an MP3 mix on it, the disk acts completely normal: uptime now (with MP3s playing) is something like 20 hours without the shadow of a problem. Using XP Pro 2002. Main HDD dies, replace C:, now can't get out of BIOS without unplugging D: (storage). Actually, D: works occasionally, but during those regular operations it sometimes bluescreens and on reboot I get BIOS errors for *all* drives. Wha? [more inside]
