We're looking for something like Hot or Not for project proposals. Instead of displaying a photo it will display info about the project and allow users to log in and rate projects. The system will keep track of overall ratings and rankings for projects in various ways and allow us to easily export the final results.

This is probably impossible but... Is there an open source client-server database that I can put on a shared Windows xp server without actually installing it? In other words simply copy up a bunch of files and have it work without going through a standard windows installation involving writing to the Registry etc... Can anybody recommend an open source 'external' site monitoring utility for *nix? By external, I mean the tool should sit on a server that's separate to the one the site being monitored is sitting on. The tool should make regular requests to the monitored site and should send an alert if the page is not returned within a specified time.
