Asking for a friend: Are car rental desks at Newark Airport (specifically National, in P3) in heated areas or are they out in the parking garage? Flying in later in the weekend so probably don't need snowpocalypse warnings but could someone more familiar with the airport help out? Thank you.

The Great Blizzard of Christmas 2010 has severely derailed my plans (love snow as I do). I was supposed to fly from Newark to Hong Kong on Dec. 26th at 3:30, arrive in HK at 8:30pm Dec 27th, then fly Air Asia Hong Kong-Bangkok on the morning of Dec. 28th with a connecting flight immediately following from Bangkok - Luang Prabang, Laos.
Newark is supposed to get a foot plus of snow tomorrow. I am feeling a little screwed. Is anyone out there skilled at making the best of this kind of situation? I've never dealt with it before, and have spent the last eight hours trying to make something work. Details below.

I'm moving soon to the Newark, DE region for a job, and I would like to know about the best places to live in the area. I don't know anything about the region; I don't even know if Newark itself is a fun place to live (is it?).
I currently live in Boston and would prefer a semi-urban environment to an urban one. I'm willing to commute a bit if necessary; for example, one idea is to live closer to Philly, but if I did that, would traffic be bad? I would be going the opposite direction of most commuters, I think.

I'm looking for a good place for a late-evening dinner between Newark airport (EWR) and Parsippany. I'm flying into EWR from the west coast this Thursday and my flight lands at 8. By the time I get into my rental car for the drive to Parsippany, it's probably about 9:00. If I were to go directly to my hotel, I'd probably check in and be in my room a little before 10, when a lot of restaurants close.
